Pinal County Animal Care and Control Seize Over 170 Animals from Hidden Valley Home

FLORENCE – Pinal County Animal Care and Control officers, working in conjunction with the Pinal County Sheriff's Office and the Pinal County Attorney's Office, seized 152 cats and 19 dogs from a Hidden Valley home Monday afternoon.

 

Acting on an anonymous tip, Animal Care and Control Director Ruth Stalter worked with the County Attorney's Office to procure a search and seizure order for a home in Hidden Valley.

 

"This is actually the second time we have had to rescue animals from that same person," said Stalter.  "We were out there in 2004 when we removed 58 cats and 40 dogs.  The owner was then convicted on animal cruelty charges."

 

On Monday, seven Animal Care and Control officers arrived at the home to inspect the conditions in the house where the animals were kept.  Director Stalter said the findings were startling.

 

"The house was simply filthy with no running water," Stalter said.  "There were layers of feces on the floor throughout the trailer.  No litter box was provided for the cats that were living in the house.  It was shocking.  This is the largest rescue from hoarding-type conditions in the history of Animal Care and Control."

 

Working with Sheriff's Office personnel, it took Animal Care and Control officers more than eight hours to remove all the animals from the home.

 

"Thanks to the Sheriff's Department," Stalter said, "we were able to come up with a horse trailer to transport the animals to our facility at Eleven Mile Corner.  It took us two trips to collect all the cats that were in the home."

 

On Tuesday afternoon, the family signed all the cats and dogs to Animal Care and Control.  They will undergo a veterinary check-up and, if deemed healthy, they will be adopted out.

City to host Public Open House on Recommended Transportation Network for Downtown



Last year, the City of Casa Grande initiated the Downtown Traffic Circulation Study that builds upon the values expressed in the recently adopted Casa Grande General Plan 2020 Update and focuses on improving circulation within and through Downtown Casa Grande. Downtown Casa Grande is an asset that must be maintained as the heart of the community; creating a circulation system that allows for pedestrian- and transit-oriented development, as well as the ability to efficiently move people and goods to and through Downtown, is critical to ensuring that Downtown Casa Grande is economically sustainable and a place that attracts residents, visitors and business investment.

On Monday, September 20, the City will host a public open house to present the long-range transportation network recommendations and implementation plan. Participants will interact with study team members and be able to review displays of the recommended transportation network and provide feedback. Residents and stakeholders are invited to join members of the study team anytime between 4:00 and 5:00 p.m. at Council's Chambers at City Hall 510 E. Florence Blvd.

Following the public open house, the study team will present the recommendations to Council at their Study Session.

Major Road Closures Newsletter

Lane closures planned next week on I-10 between I-8 and SR 87 to prepare for construction

Pre-construction activities continue next week on Interstate 10 between Interstate 8 and State Route 87 with the placement of barrier walls along the shoulders of the roadway. This portion of I-10 will be widened from two lanes to three lanes in each direction to reduce traffic congestion and improve safety. Between the hours of 8 p.m. each night to 6 a.m. the following morning
from Tuesday through Friday mornings (Sept. 14 – 17), westbound I-10 will be narrowed to one lane nightly between mileposts 210 and 205.

As always, drivers are reminded to proceed through the work zone with caution, slow down, and be alert for construction equipment and personnel.

Doggie Dive In

The City of Casa Grande Community Services Department would like to invite all dog owners to bring your darling doggy to the Palm Island Family Aquatics Park to soak in the pool or soak up some sun at the 3rd Annual Doggie Dive-In. Prescription drug turn-in in Casa Grande on Oct. 1st


Florence, AZ - The Pinal County Attorney's Office along with the Casa
Grande Police Dept. would like to see all unused, left over or expired
prescription drugs out of people's cabinets and away from our children
and our ground water.

In order the protect the public, the Pinal County Attorney's Office
and the City of Casa Grande Police Department will be holding a
Prescription Drug Turn-in during the Police Department's Anti-Crime
Night at Carr-McNatt Park.

The public is invited to bring their left over prescription drugs to
the Law Enforcement Booth at the Carr-McNatt Partk on Friday, Oct. 1st,
2010, between 5:30 p.m. and 7:30 p.m.  Officers will be standing by to
collect the drugs which will then be destroyed in a safe and legal
manner.

Left over prescription drugs are in all of our cabinets.  They come
from prescriptions which we did not finish when we were sick.  Some of
these are seriously out of date and others are narcotics which should
not be lying around.

One of the serious problems among our youth is the misuse of
prescription drugs.  These are normally obtained from left over drugs in
parent's medicine cabinets.  Teens will mix these drugs without
knowing that mixing some of them can be dangerous and sometimes fatal.


Another problem is with adults who either do not pay attention or who
are confused and accidentally take the wrong drug.  This, also, can have
serious consequences.

These left over medications need to be disposed of.  However, we do not
want people to flush them into the water table or to throw them in the
trash where they can be recovered by children or others.

Judge Rules in County’s Favor in San Pedro River Litigation

 FLORENCE – Years of legal wrangling over public access to San Pedro Road, a critical means of access to and from Dudleyville, Arizona, have been put to rest by Judge Neil V. Wake of the US District Court for the State of Arizona.  In a decision dated September 2, 2010, Judge Wake accepted Pinal County's arguments against claims made by the federal Bureau of Land Management.  He ruled that Pinal County's rights were superior to any rights asserted by the BLM under a Conservation Easement that the BLM acquired in 1997.
 
"This was a complex case that threatened to jeopardize the health and safety of residents on the other side of the crossing," said Pete Rios, Chairman of the Pinal County Board of Supervisors and District 1 Supervisor.  "Judge Wake's order breaks down the arguments of both parties and sides in favor of Pinal County and the community members who utilize this historic river crossing for frequent access to their properties."
 
The court order is 12 pages long.  In conclusion, Judge Wake writes:
 
"the County has a superior interest in the river crossing and the portion of San Pedro Road that crosses the Schwennesens' land.  It has the property right, notwithstanding the terms of the Conservation Easement, to allow continued public access to the road and its river crossing."
 
"Judge Wake's decision enables us to tell the Army Corps of Energy that the issues in the case involving Pinal County and the Bureau of Land Management have been resolved at the district court level," said Greg Stanley, Pinal County Public Works Director.  "Next we expect to be able to obtain a permit from the Corps of Engineers that will allow us to continue to maintain the road."
 
Pinal County Chairman Pete Rios states that he is "very satisfied with the judge's ruling and hopes that the Army Corps of Engineers will soon follow suit and allow the residents of Dudleyville and the Copper Basin Area to return to normalcy."

Additional Key Points
  • Pinal County has maintained a road, known variously as San Pedro Road, Dudleyville Crossing, or The San Pedro Crossing, for many decades.    The road or crossing has been in existence for over 100 years.  In 1994, Pinal County obtained a temporary easement to confirm its right to continue to maintain the road.  In August 2007, Pinal County received a notice of intent to terminate the easement, but Judge Wake has ruled that that notice was ineffective and that the easement continues in place.   On February 14, 2008, The Superior Court of the State of Arizona found Pinal County's application for Immediate Possession of property sought through eminent domain, necessary for public use. 
  • Should this access be permanently closed, the challenge to Dudleyville and the outlying communities would be enormous.  The road is widely used by the community of Dudleyville and other outlying citizens to cross the San Pedro River.  It provides vital access to Freeman Road via Camino Rio Road.  There is no other public access in Pinal County's system to cross the San Pedro River.  The only other access is a privately owned and maintained road approximately 5 miles away, which creates an additional 15 to 20 minute delay for emergency response, school buses, residents' travel, etc.   
  • In spite of the county having legally obtaining the rights-of-way through eminent domain actions in the Superior Court, the BLM sought to block the county.
  • Pinal County has expressed our desires to deal with issues related to problems caused by the road.  We wish to constructively address specific concerns the BLM and conservation groups have expressed, such as off-road vehicles driving up and down the river, potentially damaging the wildlife habitat.  
  • This is not a problem created by the road, as the road and wildlife have coexisted for over 100 years.  
  • Pinal County has offered to increase community awareness through community meetings, additional signage and stepped up enforcement.
  • Pinal County believes that closing the road will not stop the off-road vehicles, as they will just find other access points.  On the other hand, closing the road would cause the citizens of Dudleyville a great deal of concern – from emergency access to routine school bus traffic.
 

 

Pinal County Refinancing saves Nearly $2 Million

FLORENCE – In Wednesday's Board Meeting, the Supervisors learned that the recent refinancing of debt from the construction of the Pinal County Adult Detention Center actually saved much more money than was originally estimated. 

 

Mark Reader, Pinal County's Financial Advisor from the firm of Stone and Youngberg, said the timing of the refinancing was fortunate.  "It's no secret the interest rates are at historically low levels," Reader said.  "The cash flow savings from refinancing this debt came in at $1,951,677."

 

The Supervisors earlier approved refinancing the debt, along with obtaining new financing for capital projects, to take advantage of the historically low tax rates.  It was thought that refinancing the debt would save $400,000 to $600,000 in interest payments. 

 

"This was a very efficient refinancing effort," Reader said.

 

The county obtained $18.4 million for refinancing the 2001 Certificates of Participation along with $12 million in new funds for two public health clinics, one in San Tan Valley and one in Maricopa.   The money will also be used to complete renovation of the Building A facility to accommodate a five member Board of Supervisors beginning in January of 2013.

 

Assistant County Manager for Administrative Services, Manny González, said that 70 percent of the $12 million will be paid back by Pinal County Health Care Services District.

 

Pinal County's bond rating for Certificates of Participation was upgraded from A to A+ from Standard and Poor's. 

 

"This is a double win for the taxpayers," said Board Chairman Pete Rios.  "First of all, we are getting two new health clinics for underserved areas of the county.  Second, the savings on the refinancing was more than triple what we expected."

 

"My hat's off to the people who worked so hard on this," Vice Chairman Bryan Martyn said.  "We under-promised and over-delivered when it came to saving on the refinancing.  That is always good news to hear.  I hope people will notice the nearly two million in savings."

 

"This news is very, very good," said Supervisor David Snider.  "Our timing was excellent and I'm thrilled that we were able to take advantage of the low interest rates.  When you can improve the delivery of public health care services to our residents and deliver a savings of nearly two million dollars to the general fund – it is a huge accomplishment.  It is one of our county strategic goals to improve health care services and we continue to make progress in this area."

 

Supervisors and Census Count Committee Recognized

The Board of Supervisors and Pinal County's Complete Count Committee were recognized for their work on the 2010 Census.

 

Laura Cummings, a Partnership Specialist for the 2010 Census, praised the group for their efforts to ensure that Pinal County's population was counted accurately.  Census figures are used to calculate how federal and state resources and funding are allocated.  Committee members helped educate the public about the census, assisted with meeting space and distributed information throughout the community.

Pinal County Supervisor Snider's Monthly Update

Welcome to September everyone: our schools are in full swing, the field of those vying for public office has been narrowed and the race for the November 2nd General Election is on, and as usual there are lots of things to talk about.
 
Before I get too deep into a review of some other issues, I want to invite you all to join me for a very special and meaningful event.  The Casa Grande Youth Commission has extended an open invitation to the community to join them as they once again present a ceremony to honor those who died in the terrorist attacks on our country on September 11, 2001.  This moving program will begin at 6:30 p.m. at the band shell in Casa Grande's downtown Peart Park and conclude with a candlelight vigil.  I hope to see you all there.
 
On August 31st, I participated in a very special ribbon-cutting ceremony commemorating the opening of the Oasis Pavilion Nursing and Rehabilitation Center on Rodeo Road in Casa Grande.  This skilled nursing facility has 134 beds, is licensed by the Arizona Department of Health, and provides rehabilitation therapy services, in addition to the skilled nursing component, and has a special care unit.  Western Pinal County has been without such a facility since mid-2007 – I'm really pleased that Oasis Pavilion is open for business.
 
Pinal County's Emergency Management Department invites you to an Emergency Operations Fair on Tuesday, September 14th from 8:00 until 2:00 p.m. in the CAC Corporate Center at 540 N. Camino Mercado.  Attendees will be able to view various pieces of emergency operations equipment, interact with first responders, and gather materials and tips on how to prepare for the disaster we never thought would happen to us.  Speaking of disasters and emergency operations, did you know that one of the critical elements of Pinal County's Emergency Management system is a cadre of civilian volunteer ham radio operators?  They're a part of the RACES organization.
 
The mission of the Pinal County Radio Amateur Civil Emergency Service (RACES) communications group is: "To operate, and maintain reliable, continuous supplemental and emergency backup communications in support of the Pinal County area emergency needs."  RACES is a public service communications group that provides emergency communications by volunteer members in times of extraordinary need. 
 
Traditional RACES operations involve emergency message handling on Amateur Radio Service frequencies. These operations typically involve messages between critical locations such as hospitals, emergency services, emergency shelters, and any other locations where communication is needed.

Whenever the need arises, trained radio communications personnel are ready and prepared to help. RACES groups develop and maintain their communications ability by training throughout the year with special exercises and public-service events. Our Pinal County's Emergency Management team is very fortunate to have a small number of local volunteers for our RACES group; however, more volunteers are needed to ensure adequate assistance in times of emergencies.  Please check the following website for further information: http://www.pcecg.org/.
By now, most of you Gentle Readers know that out County Manager Terry Doolittle has informed the Board of his intention to retire in October of this year.  After due deliberation, a "head-hunter" or personnel recruitment company was selected (CPS Executive Search) and a national level search was mounted.  Forty-one successful applications were received by the August 6th deadline – the recruitment firm spent the balance of August reviewing them for compliance with the job's requirements.  On the 1st of September, the Board met with Mr. Satow of CPS to review all of the applications and agreed upon a short list of candidates for interviews with the Board.  Those interviews will take place on September 16.  If agreement is reached on a successful candidate – and a contract is negotiated – soon thereafter, it is my hope that we have the new manager in place by the end of October.
 
Beginning on September 14, 2010, Pinal County is hosting a series of evening sessions to acquaint the public with the duties of the county, its budget structure, services that are mandated by statutes and more.  Sessions begin every Tuesday at 6 PM (except for September 28, an evening when there is no session planned) and will last 60 to 90 minutes.
 
Sessions are scheduled for 6:00 p.m. in the Board of Supervisors' Meeting Room at 31 North Pinal Street, Building A on the following dates:  September 14, and 21 … October 5, 12 and 19.  Pinal County's elected officials have been invited to provide overviews of the services that they deliver.  Managers who oversee specific programs will also have an opportunity to present the services they provide and entertain questions from interested residents.
 
I intend for these forums to be interactive, with opportunities for open, honest dialogue between taxpayers and county officials and staff.  The meetings are open to the public – anyone with an interest in their government and the use of their tax dollars is welcome to attend these free sessions.

Downtown Traffic Circulation Study


Project Update
On February 16, the study team hosted a Public Open House and attended the City Council Study Session to present existing and future conditions analysis as well as rail crossing alternatives associated with the City of Casa Grande Downtown Traffic Circulation Study.

Over the past several months, the study team has been working with city staff and key stakeholders to define the Recommended Transportation Plan to support future redevelopment in the Downtown area. Through the evaluation process, the construction of a new Pinal Avenue grade-separated rail crossing alternative was identified as providing the greatest linkage to potential redevelopment of Downtown.  Therefore, this particular option was recommended as the focus of additional study.

A major component of this alternative is the realignment of 2nd Street to eliminate the existing 'five-points' intersection.  Other optional modifications to the Downtown street network include extension of Main Street to connect to Pinal Avenue, conversion of 2nd Street and Main Street to one-way operation, and modification of 2nd Street and Main Street to accommodate on-street parking, bicycles and pedestrians.  Evaluation of these options has led to the identification of a Recommended Transportation Plan to support future redevelopment in Downtown Casa Grande.

Road Improvements to Hidden Valley Road Postponed until Thursday

HIDDEN VALLEY – Drivers expecting to see a brand new coat of Asphalt and Rock, Dust Palliative on Hidden Valley Road will have to wait a few days to see improvements to the road.

 

The original plan was to have Hidden Valley Road completed by August 24, but inclement weather and safety concerns pushed the timeline back nearly two weeks.  Public Works crews will be on Hidden Valley Road this week improving the curve approaching McDavid Road.  The ARDP application is anticipated to begin on Thursday, September 2, with a completion date of Tuesday, September 7.  Drivers using Hidden Valley Road from Farrell Road to McDavid Road are urged to slow down and drive carefully as work is being completed to improve the roadway.

 

Pinal County Public Works crews will be placing a new road surface on Farrell Road beginning on Thursday, September 9.

Children's Dance Classes Available for Registration

The City of Casa Grande Parks and Recreation Department is now accepting registration for Children's Dance Classes. Classes will begin the week of September 6 or the week of September 13 and continue for 10 weeks. A list of days, times & location are listed below. No classes will be held the week of Thanksgiving or the week of fall break. Modestly priced costumes will be required, more information to come! Classes will conclude with a performance on Saturday, December 4, 2010 at the Electric Light Parade. Dance Class Fee is $35 for 10 weeks of instruction.

CREATIVE MOVEMENT 1
Classes will consist of basic stretches and dance movements from ballet, tap and jazz. Exercises will be performed to classical and children's music. The goal of this class is to improve students' coordination, musicality, and self-confidence. Emphasis in these classes will be placed on having fun through dance. Dress Code: Leotards, tights, and ballet shoes. Ballet skirts are optional.

Flu Season Coming Soon, Schedule Flu Shots Starting September 7

FLORENCE – The Pinal County Public Health Services District will begin providing flu shots to the public on Friday, October 1, 2010 by appointment only.  For your convenience, and to ensure short wait times, we will begin scheduling appointments starting Tuesday, September 7, 2010 and continuing through the end of October.  In order to schedule appointments for adults, please call toll free 1-888-431-1311, Monday through Friday between the hours of 8:00 am and 5:00 pm.
 
Flu shots through the Pinal County Public Health Services District are just $15, a bargain compared to the cost of cold and flu medicines or trips to the doctor's office and missed work.  If you are unable to schedule an appointment, the opportunity to receive a flu shot as a "walk-in" will be available on the following days after October 23, 2010:
 
Kearny – Wednesdays 8:00 am - 6:00 pm
Oracle – 2nd Friday of the month 8:00 am - 6:00 pm
Eloy – Mondays, Tuesdays & Thursdays 8:00 am - 6:00 pm
Mammoth – Wednesdays, Thursdays & Saturdays 8:00 am-6:00 pm
Superior – 3rd Thursday of the month 8:00 am - 6:00 pm
Apache Junction – Mondays, Wednesdays, Fridays & Saturdays 8:00 am-6:00 pm
Coolidge – Tuesdays, Wednesdays, & Thursdays 8:00 am - 6:00 pm
Casa Grande – Mondays, Wednesdays, Fridays, & Saturdays 8:00 am- 6:00 pm
Stanfield – The 2nd Wednesday of the month 8:00 am - 6:00 pm
Maricopa – Wednesdays 9:00 am - 3:30 pm
 
Please be advised, all Pinal County Public Health Services District clinics will be closed Monday, October 11, Tuesday, November 2, Thursday, November 11, and Thursday, November 25.

 

The Pinal County Public Health Services District has not received any flu vaccines for children yet.  Once the youth dosages are received, children can receive a flu shot without an appointment at their local Pinal County Public Health clinic.  Updated information will be posted on the Pinal County Information Hotline toll free at 1-866-279-7148 as it becomes available.

 

In order to reduce that chance of catching the flu this season, the Public Health Department recommends frequent hand washing using soap and warm water for 30 seconds.  If you do become ill, it is important to stay home to help prevent spreading the illness to others.  For more information on influenza and vaccinations, please call the Health District hotline at 1-866-279-7148.
